ELECTIONS
The Laguna Madre Water District conducts two types of elections.
1. Elections for Board Membership. These elections are held every two years on even number years. Board members are elected by the public and serve a four-year term.
2. Tax Bond Elections. From time to time, the District will hold bond elections to obtain the communities approval to issue bonds in order to upgrade, rehabilitate, or construct new infrastructure.

What is the project?
The Laguna Madre Water District is proposing the development of a Seawater Reverse Osmosis (SWRO) desalination facility. The project would include the construction of a seawater intake structure, upgrades to existing water treatment infrastructure, and the installation of water purification systems. If completed, the facility would be capable of producing up to 5 million gallons of treated water per day, supplementing existing water supplies.

Why is it being considered?
The region currently relies heavily on the Rio Grande and the Falcon and Amistad Reservoir System, both of which have experienced reduced water levels due to drought and overallocation. Climate variability, population growth, and agricultural demand have contributed to concerns about long-term water availability. The proposed desalination facility is being considered as an alternative water source to help diversify supply and address potential future shortages.

What is the cost?
A proposed tax bond measure of $59 million would fund the final phase of the desalination facility’s construction and related infrastructure. If approved by voters, the bond would cover costs associated with building the desalination facility. The estimated impact on taxpayers is approximately $0.07 per $100 of taxable property value. For example, a property valued at $200,000 would see an estimated annual increase of $140 in taxes.

A special election will be held on May 3, 2025, for voters in the Laguna Madre Water District to consider the proposed tax bond related to the desalination facility project.

Will the Seawater Desalination Plant Impact Our Utility Rates?
Based on our current estimates, utility bills are expected to increase by approximately 25% to 35% once the facility becomes operational in 2028. This increase is due to the plant’s operating costs, which will be incorporated into overall utility rates. We are committed to keeping rates as manageable as possible. One of the ways we plan to do this is by balancing water production between the new seawater desalination plant and our existing facility, which has lower treatment costs. This strategy allows us to use the most cost-effective sources to meet demand. The preliminary design of the desalination plant is now complete, and we are currently in the piloting and environmental permitting phases. These efforts will provide the detailed data needed for final design and more accurate cost estimates. We will continue to keep the public informed as the project progresses.

El Distrito de Agua de Laguna Madre propone el desarrollo de una planta de desalinización de agua de mar mediante ósmosis inversa (SWRO, por sus siglas en inglés). El proyecto incluiría la construcción de una estructura de captación de agua de mar, mejoras a la infraestructura existente de tratamiento de agua e instalación de sistemas de purificación. Si se lleva a cabo, la planta podría producir hasta 5 millones de galones de agua tratada por día, complementando el suministro actual de agua.

¿Por qué se está considerando?
La región depende en gran medida del Río Grande y del sistema de represas Falcon y Amistad, los cuales han registrado niveles bajos de agua debido a la sequía y la sobreasignación del recurso.
