Lift Station Rehabilitation Project No. 1

Lift Station #4, located at 33120 Washington Avenue, (Laguna Heights), is the final location where work is pending completion. Contractor has asphalt paving scheduled to proceed the first week of November. After paving, fence and final clean up will get done. There are pending punch list items that include removing a concrete obstruction from gravity sewer using a trenchless construction method. Pump station has items pending for final start up, but new lift station is in operation at this time. District is preparing for Project Close-out.

Water Treatment Plant #1 Improvements (Port Isabel)

These construction improvements will replace the existing Water Treatment Plant #1 conventional sand filters, steel ground storage tanks, and high service pump station with a 5 million gallons per day (MGD) membrane treatment facility including the following improvements:

  • New raw water intake structure and pumps at Reservoir No. 1.

  • New seawater-rated microfiltration (MF) treatment system housed in a new facility,

    • Microfiltration building, EQ Tank, and Neutralization Tank foundations are complete. Metal building frame installation is in progress and microfiltration equipment is received and stored at the District. Materials have been upgraded to prepare for a future diversion from the Laguna Madre Bay. Start-up and commissioning will use surface water from the Rio Grande with Final Completion scheduled for September 2025.

  • New high service pump station,

  • Chemical storage, containment, pumps, and piping systems,

  • Yard piping and associated valves, structures, and appurtenances, install is in progress,

  • Associated electrical, instrumentation, and Supervisory Control and Data Acquisition (SCADA) improvements,

    • Electrical duct banks are being installed & coordinated with AEP for electrical service.

  • Associated mechanical, structural, architectual, and plumbing improvements, and

  • 1.5 million gallon (MG) pre-stressed concrete ground storage tank (GST).

    • Piers are completed for Controlled Modulus Column (CMC) Foundations. Construction of GST will proceed accordingly.

 

Laguna Madre Water District obtained additional funding through Texas Water Development Board’s (TWDB’s) Drinking Water State Revolving Fund. District is currently providing responses to Texas Water Development Board Plans and Technical Specifications review comments. District will proceed with requesting Bids for construction upon TWDB Plan Review approval for the following construction contracts:

  • CID 01: Water Plant 2 / Reservoir No. 3 Raw Water Transfer Pump Station – LMWD to consider Award of Construction Contract on January 8, 2025

  • CID 02: Water Plant No. 2 High Service Pump Station – Pending TWDB approval of Plans & Specifications

  • CID 03: Water Plant No. 1 Elevated Storage Tank No. 6 – Notice of Award for Construction provided to Landmark Structures I, LP on October 31, 2024

  • CID 04: Emergency Standby Generator – Pending TWDB approval of Plans & Specifications

 

On Monday, July 23, 2024, Texas Water Development Board approved Laguna Madre Water District’s request to authorize $10,000,000 in financing from the State Water Implementation Revenue Fund for Texas for planning, acquisition, and design of a seawater desalination plant project. The project involves a new Intake Structure at the Port Isabel Turning Basin and additional treatment improvements, including Reverse Osmosis, to supplement Rio Grande water supply with seawater diversions from the Laguna Madre Bay. District will require a Bond Election in May 2025 to request additional funding for construction.

Long Island Village Water and Sewer Improvements

Construction contract for Sanitary Sewer, Water and Paving Improvements for Long Island Village Seaside Living Community has started to provide new waterlines, wastewater collection system, yardlines, and pavement for the entire Condominium Owners Association. Water and sewer Contractor is coordinating with AEP for electrical improvements; waterline install is proceeding on Oyster Drive at this time.
